The author argues that the politics of secession and the militancy of the Kashmiri urge for freedom and democracy can be best contained by an unhindered extension of the processes of Indian democracy to the state. This tract was first published in 1993 as Kashmir: Towards Insurgency. This extensively revised edition brings the Kashmir story up to date.
