Voor mensen die alles willen weten over de morele paniektheorie is dit boek noodzakelijk. Na de boeken van Jock Young en Stanley Cohen van de beginjaren zeventig is dit het derde meesterwerk over deze theorie. Hierin wordt de focus verlegd naar de rol van de staat en de elite en wordt de theorie vanuit een meer marxistische traditie benaderd.
