The Joint Committee on Human Rights examines every Bill presented to Parliament for compliance with Convention rights as defined in the Human Rights 1998 and other international human rights instruments to which the UK is a signatory. This report looks at Bills for the Northern Ireland (Offences) Bill, it looks at the implications of: the obligation to investigate in cases of deliberate killing; the accountability of state agents; participation of victims and their families; the right to a fair hearing. For the Civil Aviation Bill the implications examined are: adequacy of noise control measures; financial penalties; removal of right of appeal; and charging.
