The author focuses on the coexistence of public opinion and Nazi propaganda in the Baltic states during the German occupation of 1941–1944. Interweaving the political concerns and narratives of the Western Allies, the author further examines how public opinion in the occupied Baltic states was shaped by propaganda and led to miscalculations in international relations.
