Comme le titre l'indique, l'objectif est de comprendre et de gérer les organisations publiques et cela a réussi (entre autres) avec ce livre. Il est clairement rédigé et donc facile à suivre. Le développement du NMP aurait pu être discuté plus en détail, mais rien d'autre ne peut être critiqué pour ce livre.
